I again was able to open the file successfully. go to start > powershell > run as administrator. I then right-clicked the folder the file is in again and selected "Free up space", which caused the status icon to change back to the blue-outlined cloud for each file. Once I shortened the name of the file, I was able to open the file without a problem.
